Gas Distribution Division, Ministry of Utility and Telecommunication Sarawak


 1.0  Objective

a. To ensure the provision of adequate, reliable, quality, efficient, affordable, and safe water, energy and gas for industrial, commercial, and domestic consumption or users.

b. To ensure program/project funding is secured.

c. To ensure water, electricity and gas subsectors are adequately regulated and managed.

d. To ensure projects are implemented according to policy, schedule, budget, and approved scheme values.

e. To plan for adequate capacity for the ever-increasing demand in utility sectors from domestic, commercial, and industrial consumers or users.

d. Distribution of Gas (Operation & Maintenance) Regulations, 2021

e. Distribution of Gas (Compounding of Offences) Regulations, 2021

 3.0  Authority for Distribution of Gas – Power of Director

a. Power to regulate the distribution of gas in Sarawak

b. Issue direction, ruling and code of business to ensure compliance by Licensees for an effective and efficient system of distribution of gas

c. Protect the interest of consumers in term of reliability and quality of gas supplied quality and standard of service provided.

d. Inspects pipelines and gas installations

e. Investigate and resolve complaints by consumers

f. Protect, mitigate, and educate public against gas dangers

g. Submit annual report to the Minister

h. Advice the Government on the import of gas

i. Conduct advantages activities for the purpose of carrying out provision of the Ordinance.

 

4.0  Functions

a. Issuance of GAS DISTRIBUTION LICENCES (DGO Part III Section 7)

b. Regulate GAS TARIFFS (DGO Part IV Section 12)

c. Issuance of CERTIFICATE OF COMPETENCY and CERTIFICATE OF PRACTICE:-

    i. Gas Engineer

    ii. Gas Engineering Supervisor

    iii. Gas Fitter I

    iv. Gas Fitter II

    v. Gas Fitter III

d. Registration of Certificate of Registration as a GAS CONTRACTOR:-

     i. Class A

     ii. Class B

     iii. Class C

     iv. Class D

e. Issuance of Permit for GAS INSTALLATION - for Commercial (Hotels, Restaurants Laundrettes) and Domestics:-

     i. APPROVAL TO INSTALL (ATI)

    ii. APPROVAL TO OPERATE (ATO)

f. Issuance of CERTIFICATE OF APPROVAL (COA) for:-

    i. Assembler, Manufacturer or Importer of Gas Fittings, Gas Appliances and Gas Equipment

    ii. Gas Fittings, Gas Appliances or Gas Equipment

g. ENFORCEMENT on Gas Safety – Conduct investigation & inspection.

h. Conduct SAFETY AWARENESS on gas matters – Safety Campaigns, Guidelines & Seminars.

i. MONITOR AND ENFORCEMENT on Liquefied Petroleum Gas (LPG) cylinders.

j. ANY OTHER MATTER under the provision of DGO 2016.
