Bakun’s reservoir now as big as Singapore |
KUCHING: The impoundment of the Bakun Dam reservoir, which commenced on October 13, 2010, has reached the full supply level of 228m above sea level (asl) as of last Friday. Sarawak Hidro Sdn Bhd (SHSB) managing director Zulkifle Osman said the size of the reservoir was now over 695 square kilometres, which is a water body equivalent to the size of Singapore. Despite this, he said based on SHSB’s spillway operation rule, the reservoir would have to be lowered six metres to eight metres below the full supply level. It has to be maintained at this level until such time the Sarawak Electricity Supply System load increases to allow the reservoir to operate over its full range, he added. The additional release for reservoir lowering is scheduled to commence today. “The lowering of the reservoir level also serves as an important purpose in providing flood storage of the reservoir, and hence reducing the peak spillway discharges during floods, thereby regulating floods downstream,” he said in a statement. He also mentioned that since November 11 last year, Bakun Dam has been continuously releasing about 500 cubic metres per second (m3/s) of water through its spillway, and up to 300 m3/s from the powerhouse for power generation to enable unrestricted river traffic, especially for passenger express boats travelling between Kapit, Belaga and Bakun. As for today’s scheduled reservoir lowering, he said the total discharge downstream would be three times more, at 2,500 m3/s. “This is approximately 1.6 times the long term average flow of Batang Balui (1,500 m3/s), but much lower than high flow of the river. It is anticipated that with this additional discharge, the downstream river level will rise further, and the river flow will become swifter. “As such, river users and inhabitants downstream of the dam are hereby advised to take extra precautions on the rising river level and fluctuating river flows.” He also said SHSB, as owners of Bakun Dam, wish to express their sincere appreciation to the downstream folks for their understanding and cooperation during the impoundment period. “The downstream river users have benefitted from almost uninterrupted river travel.” Read more: http://www.theborneopost.com/2012/03/12/bakuns-reservoir-now-as-big-as-singapore/#ixzz1qOhG6dzp |

Penakungan air Empangan Hidroelektrik Bakun capai tahap penuh |
KUCHING: Penakungan air di Empangan Hidroelektrik Bakun yang bermula sejak 13 Oktober 2010 telah mencapai tahap bekalan penuh iaitu 228 meter (m) di atas paras laut setakat Jumaat lepas (9 Mac). Pengarah Urusan SHSB Zulkifle Osman berkata, saiz takungan air di empangangan itu sekarang ialah melebih 695 kilometer persegi, bersamaan dengan keluasan negara Singapura. Bagaimanapun katanya, berdasarkan peraturan operasi alur limpahan, takungan air itu perlu diturunkan enam hingga lapan meter di bawah tahap bekalan penuh. Beliau memberitahu, paras itu akan dikekalkan sehingga ke muatan Sistem Bekalan Elektrik Sarawak (Sarawak Electricity Supply System) meningkat bagi membolehkan takungan beroperasi pada kekuatan sepenuhnya. Kerja-kerja menurunkan paras air takungan dijadual diteruskan hari ini (Isnin), tambahnya. “Kerja-kerja menurunkan paras takungan air juga penting bagi mengelak banjir berlaku di kawasan takungan seterusnya mengurangkan puncak alur limpahan yang dikeluarkan ketika banjir, dengan itu banjir di bahagian hilir dapat dikawal,” jelas beliau dalam kenyataan akhbarnya semalam. Beliau turut memberitahu bahawa sejak 11 November tahun lalu, Empangan Hidroelektrik Bakun telah melepaskan secara berterusan kira-kira 500 meter padu persaat (3m/s) air menerusi alur limpahannya dan sehingga 300m3/s dari pusat jana kuasa (powerhouse) bagi membolehkan aliran sungai tanpa had terutama untuk perjalanan bot-bot ekspres penumpang antara Kapit-Belaga-Bakun. Setakat jadual penurunan paras takungan hari ini katanya, jumlah air yang dilepaskan ke bahagian hilir akan tiga kali lebih banyak iaitu 2,500 m3/s. “Ini adalah kira-kira 1.6 kali aliran purata jangka panjang Batang Balui (1,500 m3/s) tetapi jauh lebih rendah daripada aliran tinggi sungai tersebut. “Dijangkakan dengan pelepasan (air) tambahan ini, paras hilir sungai akan terus meningkat dan aliran air sungai akan menjadi lebih cepat. “Oleh yang demikian, pengguna-pengguna sungai dan penduduk di kawasan hilir empangan dinasihati mengambil langkah berjaga-jaga terhadap peningkatan paras air sungai dan aliran air sungai yang tidak menentu,” ujarnya. Beliau juga berkata SHSB, selaku pemilik Empangan Hidroelektrik Bakun mahu berterima kasih kepada penduduk di hilir kerana memahami dan kerjasama sepanjang tempoh penakungan dibuat. “Pengguna di hilir sungai telah mendapat manfaat daripada perjalanan sungai yang tidak terganggu,” ujarnya. Its minister Datuk Julaihi Narawi said the ministry would combine the four existing water supply agencies, namely Kuching Water Board, Sibu Water Board, LAKU Management Sdn Bhd and Rural Water Supply Department (JBALB). He said a single water entity would strengthen water supply services in the future. “My ministry will also strengthen and breathe new life into the State Water Authority as a corporate body. “Currently, the State Water Authority is referred to the permanent secretary of the Ministry of Utilities and Telecommunications (appointed officer only). “This is important to improve the delivery of water supply services as well as ensuring a more efficient, effective and holistic management of water resources,” he said in his winding up speech today. Julaihi said the Ministry was also taking steps to gazette 42 water catchment areas to protect and conserve raw water resources to meet the growing demand for water. Any release of land within a radius of 8km from the raw water intake shall not affect the quality of raw water at the water intake. “My ministry is also collaborating with Unimas, Akademi Binaan Malaysia and Sarawak Skills to produce more skilled manpower, especially pipe fitters and mains layers. “This collaboration is to meet the high demand for manpower for new water supply projects to be implemented in the 12th Malaysia Plan. |

LIMBANG: LAKU Management Sdn Bhd (LAKU) menjalankan kerja-kerja pemasangan saluran paip baharu di kawasan bandar Limbang bermula kelmarin. Eksekutif Operasi, Ha Tung Ngie berkata, kerja pemasangan itu bersesuaian dengan keperluan populasi penduduk Limbang serta komitmen pihaknya dalam menyediakan perkhidmatan yang terbaik kepada pelanggan. “Pihak LAKU sedang menggantikan saluran paip lama kepada paip baharu di sekitar bandar Limbang dan kawasan berhampiran. Kerja pemasangan ini akan mengambil masa sekitar dua bulan untuk disiapkan,” katanya dalam satu kenyataan kepada Utusan Borneo kelmarin. Sehubungan itu, Ha meminta agar penduduk memahami keadaan yang berlaku serta bersabar di atas kesulitan yang timbul sepanjang kerja penyelenggaraan dilakukan. Bright future awaits Ba’Kelalan and rural Lawas villagers Connection works are underway for Rh Ungi in the Limbang Division. Since 2009, about 18,000 rural homes in the division have access to reliable 24-hour electricity. KUCHING: The villagers in Ba’Kelalan are involved mostly in farming and agricultural activities supplemented by homestay businesses run by locals. However, due to the distance from the towns, the villagers are rarely able to market their produce. The lack of electricity also means that the processing of the Adan rice and highland salt is either done manually or powered by diesel generators which can only run for limited times. But with steady electricity supply by 2023, the villagers can have access to refrigeration as well as modern machinery that can boost productivity, said Sarawak Energy group chief executive officer Datuk Sharbini Suhaili. Sharbini said his team was working hard to ensure full electricity coverage for the northern region in the next few years. “In July 2020, we commissioned our new Kota 2 mini hydro power plant in Lawas, a run-of-river scheme with a total installed capacity of 10.5MW. “This has boosted our generation capacity and reduced the dependence on diesel power generation in northern Sarawak pending the completion of our Extra High Voltage or EHV transmission projects to connect Limbang and Lawas to our main electrical grid. “Our team is also enhancing and reinforcing the electrical distribution system in the area. While the current restrictions under the nationwide movement control order (MCO) have presented uncertainties and challenges to safe and timely work progression, works in the area are moving under full compliance with the relevant standard operating procedures (SOPs) and stringent in-house Covid-19 precautionary measures,” he explained. T he Rural Electrification Scheme (RES) involves extension of the grid system for rural households with road accessibility. Sharbini added a new distribution system technology known as the Medium Voltage Covered Conductor (MVCC) had been adopted to connect Lawas town under the Limbang Division to rural Ba’ Kelalan taking into account the area’s harsh geographical conditions. “The first phase of the project has commenced and the implementation will be synchronised with the commissioning of the new Lawas Town Extra High Voltage substation in 2022. “MVCC is able to withstand momentary contact with crops or vegetation without causing interruptions and this will help in strengthening supply reliability,” he said. Meanwhile, Utilities Minister Datuk Seri Dr Stephen Rundi Utom said,“With access to reliable electricity supply, our rural communities will enjoy greater convenience and opportunities for a better standard of living. He pointed out that the villagers in rural Lawas would be able to process their produce and sell them in bigger and further away towns then. “Similar planning and implementation of rural electrifications throughout Sarawak are undertaken to achieve full supply coverage statewide,” he added. The rural electrification projects in the state, he explained, would be accelerated to ensure the whole of Sarawak including the rural northern part to access reliable and affordable electricity supply by 2025. “Based on the plans made by the state government through the Ministry of Utilities Sarawak and its implementing agency Sarawak Energy, by the end of this year, almost 200 more households in the Limbang Division will be connected to the grid. “This includes about 120 households that were recovered from projects left abandoned by a previous contractor five years ago. “Following the development of the Projek Rakyat initiative to accelerate the Rural Electrification Master Plan 2018, we have been able to really step up on our electrification efforts. “We are thankful to the Sarawak government and Chief Minister Datuk Patinggi Abang Johari Tun Openg that our plan has been supported with an allocation of RM2.37 billion to cover rural transmission and distribution projects as well the implementation of Sarawak Alternative Rural Electrification Scheme (Sares) in distant villages,” said Rundi. He pointed out that the rural electrification coverage in Sarawak had risen to 95 in 2020 and was expected to reach 97 percent in the coming months. “I would like to express my thanks to the rural electrification team including contractors and subcontractors, as well as all our partner agencies such as Resident; District Offices as well as the Public Works Department (PWD) for their hard work. “Another big success factor is the leadership provided by the community leaders and the support of our rural folk who look forward to the basic utilities their counterparts in town also enjoy. I look forward to the day when we can confidently say there is no Sarawakian that is left in the dark,” he added. Rundi further assured that despite the many challenges which included logistics due to area remoteness, wayleave issues, acceptance from villagers and the current global Covid-19 pandemic, his ministry was working closely with Sarawak Energy and would remain committed to ensuring that rural Sarawak will have access to 24-hour reliable and affordable electricity. |

Sesco: 15 pct of 1,832 meters checked found tampered with — Sesco |
SIBU: In a recent meter inspection exercise by Sesco at several light industrial, commercial and domestic areas here, 1,832 meters were inspected with 15 per cent of them having found to be tampered with. According to a Sesco press statement yesterday, the percentage was considered high. Among some of the areas inspected were Sibu town, Kpg Dato, Jalan Lanang, Jalan Mission and Jalan Bukit Lima. Power theft in Sibu is still the highest in Sarawak although the figures have started to drop since last year. During the recent operation, many Sesco meters were reported missing and electricity supply was found illegally connected by consumers. A Sesco spokesperson was quoted as saying in the statement that from past experiences, meters were deliberately ‘removed’ by customers or “service providers”, to destroy the evidence of tampering. In this operation, 15 meters were reported lost. Customers are required to lodge a police report for meter lost cases before they can apply for new meter. The Sesco spokesperson also added that it is unlikely a meter can be ‘stolen’ in a customers’ compound. All the 15 cases of meter lost have been referred to the police for further investigation. In some situations, the meter wirings were found exposed. This posed a danger to the public as meters are installed near stairways. Based on the information provided by Sesco’s intelligence team, Sesco is aware that some of its customers were offered by “service providers” to tamper the meter during Chinese New Year period to reduce the monthly bill incurred during the festive season. The “service provider” also promised customers that they would dismantle the evidence of tampering when Sesco launches its meter inspection operations. However, Sesco has found many direct tapping cases or evidence of direct tapping, because the “service providers” did not have time to dismantle all direct tapping or tampering at their customers’ premises. Sesco urges its customers not to trust these “service provider” and third parties who offer services to reduce the electricity bill. Customers who fall for their tricks and believe these “service providers” will be responsible for the fine charged by Sesco. These “service providers” normally modify the meter wiring or tamper with the meter. If and when Sesco detects such tampering, the customer is the one responsible and will be charged in court. For all tampering cases, a police report will be lodged and investigation paper will be opened. Customers will be called for an interview and if clear evidence is found, the customer will be prosecuted in court. Theft of electricity is an offence under section 33(5) of the Electricity Ordinance and punishable with a fine up to RM100,000 or imprisonment of five years or both. Sesco pledges to continue its operations and thanked the public for providing necessary information. Work on treated-water project in Mongkos to start soon |
SERIAN: Work on the long-awaited treated water supply project for Mongkos area is expected to start this June, said Public Utilities Minister Datuk Amar Awang Tengah Ali Hasan. He revealed this project, costing RM114 million, is included under the 11th Malaysian Plan (11MP). He, however, did not mention when the project would be completed although he did state folks in Mongkos would finally get to enjoy treated water soon. “This is the benefit of good ties between our Chief Minister and Prime Minister and good relationship between state BN and federal BN,” he said when launching the Rural Electricity Supply (RES) project for Mongkos at Balai Babuk Barum in Kampung Bunan Gega yesterday. Awang Tengah was responding to a remark by Kedup assemblyman Martin Ben, who had hoped the project could be completed in the next five years. Martin, who spoke earlier, said villagers living along Mongkos Road, Terbat Road and Mentung Merau Road – who are now depending on gravity-fed water system – had been clamouring for treated water to their homes. On RES, Awang Tengah said close to RM53 million of RES projects involving 2,378 houses had been implemented in Kedup constituency from 2009 to 2015. This figure included the latest one costing RM3.99 million and involving 257 applicants from Mentu Mawang/Pondok, Bunan Gega, Bunan Punuk and Mujat. After being informed by Martin that seven remaining villages in Kedup had yet to be connected to the electricity grid, he assured these villages would be included in the next planning by the ministry. “RM2.5 billion has been allocated for RES projects in Sarawak, including an additional RM500 million to build hydro dams and solar hybrid to generate electricity in remote areas. “Sarawak is big; therefore, we need more allocation so that we can extend electricity either linked to grid or through alternative system.” On another matter, Awang Tengah called on the constituents to support Martin in the coming state election, and he urged them to reject Peninsula-based parties, whose struggles are not suitable for Sarawak. “I know Martin for a long time. We were together in PBB Youth. I am glad he had taken over from his late father to serve the people here.” Meanwhile, Martin said almost 95 per cent of the 115 villages in Kedup were now enjoying 24-hour electricity, thanks to the RES. “Most of the constituents in Kedup are involved in farming. I hope you utilise the utilities and infrastructure to achieve sustainable income in years to come.” |

Air selamat diminum: LAKU |
MIRI: LAKU Management Sdn Bhd (LAKU) semalam memberi jaminan bahawa bekalan air paip di Miri selamat diminum dan digunakan seperti biasa. Ketua Pegawai Eksekutif (CEO) LAKU, Wong Tiong Kai ketika memberi jaminan tersebut berkata, pihaknya telah melakukan rawatan sewajarnya untuk memastikan tahap keselamatan air tersebut menepati piawaian yang ditetapkan. “Bagi membuktikan ia benar-benar selamat, kami sen-diri telah meminum air tersebut terlebih dahulu,” katanya sambil memberitahu, mereka yang meminum air tersebut ialah beliau sendiri, Menteri Muda Komunikasi Datuk Lee Kim Shin, Setiausaha Politik Menteri Tenaga, Teknologi Hijau dan Air Datuk Sebastian Ting dan Pengurus LAKU Wilayah Miri Lo Su Onn. Wong berkata demikian pada sidang media di Pejabat Residen di sini semalam, selepas me-syuarat bedah siasat oleh LAKU bersama jabatan-jabatan dan agensi kerajaan berkaitan. Mesyuarat itu dipengerusi-kan oleh Lee yang juga Penge-rusi Jawatankuasa Pengurusan dan Bantuan Bencana Alam Bahagian Miri. Menurut Wong lagi, Loji Perawatan Air Modul 4 Lambir ditutup pada jam 8.30 malam, 3 Mac lalu selepas penemuan tompokan minyak di pusat pengambilan air di Sungai Liku. “Penutupan ini bagi memastikan tumpahan itu tidak men-cemari sistem saluran air. Kita juga menggunakan sistem ‘boswells’ semasa operasi, namun ia hanya dapat menghasilkan satu pertiga air daripada jumlah penggunaan keseluruhan kelmarin. “Ini menyebabkan kita menghadapi kekurangan bekalan air untuk memenuhi keperluan kira-kira 300,000 penduduk di Miri dan Bekenu,” kata Wong. Dengan bantuan Lee, operasi memulihkan bekalan air di-sertai Pasukan Bertindak Ke-cemasan (ERT) dari Petronas, Sarawak Shell Berhad (SSB), Jabatan Pertahanan Awam Malaysia (JPAM) dan Jabatan Bomba dan Penyelamat, polis, Jabatan Alam Sekitar (JAS), Lembaga Alam Sekitar dan Sumber Asli (NREB) dan Jabatan Kerja Raya (JKR). Jelas Wong lagi, Loji Modul 4 dibuka semula untuk operasi pada jam 7 malam, 4 Mac dan lebih banyak air disalurkan. “Bekalan air paip kembali pulih pada hari ini (semalam) dan penduduk yang tinggal di kawasan tinggi berkemungkinan menghadapi tekanan air rendah. “Selain itu, beberapa kawa-san perumahan akan mendapati bekalan air paip mereka berkelodak yang berpunca dari-pada penutupan (Loji) Modul 4 sebelum ini dan bukannya berpunca daripada tumpahan itu,” katanya. Beliau berkata, LAKU telah menghantar kakitangan me-reka untuk mengepam keluar air yang berkelodak tersebut dan keadaan dijangka pulih sepenuhnya hari ini. Wong menasihatkan penduduk yang masih mengalami masalah kelodak agar menghubungi talian khidmat pelanggan LAKU menerusi 085-426626 atau 436626. Dalam pada itu, LAKU me-mohon maaf kepada seluruh penduduk Miri atas segala ke-sulitan yang dihadapi sepanjang insiden tersebut. “LAKU menghargai soko-ngan dan kerjasama yang diberikan oleh orang awam yang begitu memahami situasi yang kita hadapi. All Serian folk to enjoy clean piped water by year end |
TEBEDU: The whole of Serian parliamentary constituency is expected to enjoy clean pipe-water by the end of this year, or early next year at the latest. Natural Resources and Environment Minister Dato Sri Douglas Uggah Embas said this would be achieved with the completion of the Slabi water treatment plant, which has a capacity of 50MLD (mililitres daily). “The project is now about 10 per cent completed, and although there has been some delay in the early stage of the implementation, the Public Works Department has given an assurance that the project will be completed on schedule. “Once the new water treatment plant is completed, the whole of Serian constituency will be supplied with clean water, although about 40 areas will be getting their supply through gravity feed.” Uggah said currently two rural water supply projects were being implemented in Serian and Tebedu, costing RM205 million. When completed, this would benefit about 5,000 households in Serian, he told reporters when visiting one of the project sites yesterday. He said the projects were progressing smoothly, and the contractors were working hard to ensure that the water treatment plant in Serian would be ready by this November, and the Tebedu water project by January 2013. He said the Slabi water treatment plant, costing about RM116.5 million, was among the projects announced by Datuk Seri Najib Tun Razak during his walkabout in Sarawak prior to the 2011 state election. Also present to accompany Uggah yesterday were Deputy Foreign Minister and Serian MP Datuk Richard Riot Jaem, and Infrastructure Development and Communication Minister Dato Sri Michael Manyin Jawong. Meanwhile, Uggah said of the total 312 projects, costing RM2.213 billion, approved by the prime minister for the state, 78 per cent had already been implemented, while the rest were either in the process or expected to start soon. These projects are under the National Key Result Area (NKRA) announced by Najib two years ago. He said the implementation of the projects had proven that the BN government did not make empty promises to the rakyat. “We deliver what we promised. We don’t make empty promises. We walk the talk.” Uggah, who is responsible for monitoring the projects, said another 28 per cent of the projects were being evaluated and in the process of being tendered out, adding that these would be implemented in the second-round plan of the Tenth Malaysia Plan. He said the government would continue to monitor all projects it had announced to ensure its proper implementation. ‘95 pct of rural people to have 24-hour electricity by end of 2013 |
SERIAN: About 95 per cent of the rural population will get to enjoy 24-hour electricity supply by end of next year. Minister of Public Utilities Datuk Amar Awang Tengah Ali Hassan said the supply would either be through the grid, solar system or mini-hydro as not all villages or longhouses can be connected through the grid system. Awang Tengah told reporters yesterday that RM1.7 billion had been allocated to the state for the Rural Electrification Scheme (RES) under the National Key Result Area (NKRA), which was supposed to be completed by end of this year. However, he explained that the target could not be achieved due to various reasons, among them the scattered villages and longhouses in the state, which posed a great challenge. “Initially our actual target is end of this year under the NKRA, but could not be achieved due to various problems … and possibly by end of 2013, about 95 per cent of the rural population will enjoy 24-hour electricity supply,” he said after launching RES for Kpg Tarat Sibala, Tarat Mawang, Tarat Melawi, Mawang and Bunga, at Kampung Tarat Sibala Community Hall near here. The project that cost RM2.9 million benefited 136 families from the five villages. According to Awang Tengah, more than 70 per cent of the rural population are enjoying electricity supply at the moment. The Second Minister of Resources and Environment also assured that villages which are yet to be linked by proper roads will get to have the electricity supply connected to them in phases. This, he explained, would be carried out by erecting distribution posts along the river banks. He said he has directed the contractor to explore such possibility and jointly conduct a study with Sarawak Electricity Supply Corporation (Sesco). According to him, such practice was already carried out in Daro and in Ulu Limbang, which have no road access.
