Prior to the reshuffling of the Cabinet, utility sector/industry in the State was under the purview of the Ministry of Finance and Public Utilities. Following the Cabinet reshuffled on the 1st July 2004, the State Government has decided to separate Public Utilities from the Ministry of Finance.

With the reshuffling of Cabinet, the structure, composition and function of Utility Division was taken out from the organizational structure of State Financial Secretary's Office and transferred to the new Ministry of Public Utilities and headed by its own Permanent Secretary.

In 2022, the name of the Ministry was changed to Ministry of Utility and Telecommunication . The utilities and functions under the purview of the Ministry are as follows:

  • Water Supply;
  • Electricity Supply;
  • Gas Distribution; and
  • Telecommunication

The agencies under/partially under the Ministry of Utility and Telecommuncation are:

  • Sarawak Rural Water Supply Department
  • Kuching Water Board
  • Sibu Water Board
  • LAKU Management Sdn Bhd
  • Sarawak Energy Bhd
  • Petroleum Sarawak Berhad
  • Sarawak Multimedia Authority
  • Sarawak Digital Economy Corporation

The laws and rules that regulate the Electricity Supply Industry under the purview of the Ministry are as follows:

  • The Electricity Ordinance (Cap 50);
  • The Electricity Rules, 1999;
  • The Electricity (State Grid Code) Rules, 2003; and
  • The Sarawak Electricity Supply (successor Company) Ordinance, 2004.

The laws and rules that regulate the water sector/industry under the purview of the Ministry are as follows:

  • The Water Ordinance, 1994 (Cap 13);
  • The Water Supply Regulations, 1995.

The laws and rules that regulate the gas distribution sector/industry under the purview of the Ministry are as follows:

  • Distribution of Gas Ordinance, 2016 (Cap 72);
  • Distribution of Gas (Licensing) Regulations, 2018.
